At the annual meeting, some members inquired as to what they could do to reject the budget and have the Board reduce the monthly assessments and levy a special assessment to cover any funding deficiencies created by the reduction.  Subsequently, the Board received a petition on Sunday the 14th calling for a special meeting on the matter.&lt;br /&gt;&lt;br /&gt;Our Declaration provides that a proposed budget automatically goes into effect if not rejected at the annual meeting.  However, the Board of Directors would like to get the community's feedback on this issue.  Therefore, notices are being sent out today for a special meeting to vote on rejecting the budget as requested by the members generating the petition. In accordance with our governing documents, a majority of the Total Association Vote is required in order to reject a budget.&lt;br /&gt;&lt;br /&gt;Please read the materials at the link in the previous post prior to the upcoming meeting. The panel will allow unit owners and residents to enter the gate with a code, and will not require use of an access device.  Unit owners should receive a letter in the mail within the next week containing the access code.&lt;br /&gt;&lt;br /&gt;In accordance with our collection policy, owners who become two months delinquent will lose their right to utilize the parking lot, and their vehicular gate access will be removed. You may be using your air conditioning more, and if you haven't checked it or had it serviced in a while, you may run the risk of having it leak, causing damage to your unit and the units around you.  &lt;br /&gt;&lt;br /&gt;Please be sure to change your filter and have your air conditioning serviced on a regular basis.  Your  AC system and those portions of the condensation and drainage lines which serve only your unit are your responsibility, so you can be held financially responsible if leakage from them causes damage to a neighboring unit or the common areas.&lt;br /&gt;&lt;br /&gt;The Board is currently in talks with a vendor to investigate the possibility of obtaining a group discount on AC maintenance contracts for individual units. Maybe the tennis court lights happen to be burnt out, or there is leak in your unit, or a particular portion of the landscaping needs extra attention.  Have you ever wondered what you can do to have issues like these resolved?&lt;br /&gt;&lt;br /&gt;We have a system for submitting maintenance requests.  All you need to do is log in to our &lt;a href="http://www.superiorcommunityservices.com/"&gt;management company's website&lt;/a&gt;, click on "Maintenance" at the top of the page, and then select "Create New Request."  There, you can report any maintenance issues you're encountering.  If you're ambitious enough, you can even attach photos or drawings to the request.&lt;br /&gt;&lt;br /&gt;Please keep in mind that some issues may be the responsibility of individual unit owners.  Our Declaration distinguishes between what is the Association's responsibility and what is an individual owner's responsibility.  You can find the Declaration on this website under the &lt;a href="http://www.box.net/shared/vgm5mpkowg"&gt;Rules and Governing Documents&lt;/a&gt; link.  If you have any doubt at all, it's best to go ahead and report the issue.  Management will let you know if it turns out not to be Association responsibility so that you, or the unit owner responsible, can take timely action to correct the issue.&lt;br /&gt;&lt;br /&gt;If you have any questions about the maintenance request system, please feel free to contact the management company or the Board.  We're more than happy to take the time to ensure that you are familiar with the process. &lt;br /&gt;&lt;br /&gt;As a final note, please be polite and respectful. Hopefully you all enjoyed the long weekend.&lt;br /&gt;&lt;br /&gt;Our governing documents require unit owners to obtain ACC approval prior to making certain modifications to units or placing signs or other items in the common areas (other than properly parked cars.)&lt;br /&gt;&lt;br /&gt;Recently, our ACC developed an application form for unit owners to use in requesting permission for these types of projects. The form is titled "Architectural Modification Request" and can be accessed on this website through the &lt;a href="http://www.box.net/shared/vgm5mpkowg"&gt;Rules and Governing Documents&lt;/a&gt; link. We would like to bring these issues to the community's attention to discuss the potential ramifications and ask for everyone to be considerate of their neighbors.&lt;br /&gt;&lt;br /&gt;*Mailboxes* - The first concern raised is that some residents are parking vehicles in front of the mailbox walkway (please see attached image) when checking mail. This creates a dangerous condition and could lead to accidents by forcing two opposing lanes of traffic to funnel through a narrow strip of pavement. Walking to the mailboxes may seem inconvenient, but it is good exercise, and we want you to be around for a long time to help the community grow and prosper. Please be considerate of your neighbors, and if you have to drive to pick up your mail, please park next to the mailboxes in a designated parking spot so as not to block traffic.&lt;br /&gt;&lt;br /&gt;*Carwash* - Residents have expressed concern that vehicles are being parked in the carwash area overnight. We understand that covered parking is desirable, but that's what garages are for. The carwash is not a parking spot, and if a vehicle is left there, it prevents others within the community from using it for that purpose. Please be considerate of your neighbors and only park your car in your garage or a designated parking spot.&lt;br /&gt;&lt;br /&gt;Note: &lt;em&gt;Our governing documents require that all vehicles be parked in garages or designated parking spots. The policy seeks to clarify some questions Association leadership had about the old policy and to ensure equitable administration of sanctions by spelling out when those sanctions are to be taken as a standard.  The new policy takes effect May 1st.&lt;br /&gt;&lt;br /&gt;*Planting Proposals* - The Board approved the planting proposals from Sandy Springs Lawn Scapes.  The plantings should be pretty much complete by the end of the day today, and you should see the new flowers as you look around the property.  This is separate from the ongoing landscape maintenance and refurbishment.&lt;br /&gt;&lt;br /&gt;The Board also voted to approve a new document retention policy for the corporation. You don't want them cluttering up your unit, leaving them outside the compactor fence is a violation of our governing documents that could earn you fines if you get caught, and putting them in a landfill just doesn't seem green.  So just what is an environmentally-minded unit owner to do?&lt;br /&gt;&lt;br /&gt;Why not try freecycling?  The &lt;a href="http://en.wikipedia.org/wiki/The_Freecycle_Network"&gt;Freecycle Network&lt;/a&gt; is a non-profit organization dedicated to diverting reusable items from landfills by allowing the owners of such items to communicate with people who could potentially use them.  There are even local freecyle groups here in Georgia.  &lt;br /&gt;&lt;br /&gt;In honor of Earth Day, Yahoo! created this &lt;a href="http://green.yahoo.com/earth-day/find-a-group.html?csz=30339"&gt;interactive map&lt;/a&gt; to allow environmentally-minded people to find and join local freecycle (or "reuse") groups.  The one here in Cobb County already has almost 8,000 members.&lt;br /&gt;&lt;br /&gt;Note: &lt;span style="font-style:italic;"&gt;Our rules and regulations specifically state that owners are responsible for removal and disposal of such items. The refurbishment is scheduled to begin in early April.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;*Bulletin Board Policy*&lt;/b&gt; – The Board voted to implement a bulletin board policy for the community addressing how the 3 bulletin boards are to be used. Yesterday, the US Postal Service announced a new “Mail Back” program allowing customers to recycle devices like cell phones, digital cameras, PDAs and toner cartridges for free by mail.  All you have to do is stop by your local post office, pick up a prepaid envelope, and send the device to Clover Technologies Group. Perennials were discussed several times last year as a way to increase drought tolerance and decrease our annual installation expenses.&lt;br /&gt;&lt;br /&gt;2 – *Pool Cover* – The Board voted to purchase and install a pool safety cover. Considerations included aesthetics, the amount we would save annually under the pool maintenance contract, and safety concerns in the off season.&lt;br /&gt;&lt;br /&gt;3 – *Gate Access Display* – The Board voted to replace the display used by guests to locate and call owners. If so, we could really use you as a volunteer to be available on the property so that the sprinkler heads in your unit may be inspected. On that day, our contractors will be inspecting the community fire protection system.  This is an annual review that must be performed. As part of the minimum requirements, the contractors will need to look at sprinkler heads in at least 15% of individual units.  The individual inspections will last around 5 minutes each, occurring between 11 am and 1 pm. If you would like to volunteer, all that will be required is for you to be available to open your unit briefly for the inspection within that timeframe. In the 2005 Statement of Condition of Property which you should have received at closing, the developer stated that the heaters were “in fair to good condition,” but were “certainly near the end of their useful lives and may require varying types and amounts of repair or replacement.”&lt;br /&gt;&lt;br /&gt;What does this mean to you? As a unit owner, you are responsible for your water heater. If it goes bad and causes damage to other units, you could be liable for that damage. Most of the units in our complex have a capacity of around 50 gallons. If one of these heaters were to go bad, those 50 gallons, along with the additional cycling volume, could cause significant damage both to your unit and the units around you. We strongly recommend that you check your water heater to determine its age and look into replacing it if necessary.&lt;br /&gt;&lt;br /&gt;Please be aware that there are incentive programs to help defray the cost of purchasing a new heater, and the migration may even save you money in the long run. &lt;a href="http://www.onlygng.com/residential/conservation.html"&gt;Georgia Natural Gas&lt;/a&gt; recommends replacing gas appliances over 10 years old and estimates that you could save up to $135 per year by replacing an old gas heater.  Electric utilities such as &lt;a href="http://www.georgiapower.com/residential/waterheater_marathon.asp"&gt;Georgia Power&lt;/a&gt; offer rebates if you switch to an electric heater. This landscaped area is located on the southeast corner of Parkwood and Powers Ferry (where you may have seen some yellow notice signs over the last few weeks.)  To make a long story short, the application was recommended for approval by the Planning Commission on 2/6/07 and denied by the Board of Commissioners two weeks later.  The owners sued Cobb County, and as part of ongoing mediation, proposed a revised site plan including two restaurants (one with a drive-thru), and a retail facility. Severe drought had damaged the tree's root system.  Fortunately, no one was injured.
