Pool Updates

The pool was recently drained to fix a leak that our vendor detected and to install new equipment in accordance with the VGB Pool & Spa Safety Act. The work has been completed and some minor cleaning is scheduled to occur on Monday, but the pool is now open for use as of May 1st.

Special Meeting Results

The Board has created a cost savings committee to investigate potential savings opportunities in 2009. The committee charter is posted in the rules and governing documents link on this page.

Special Meeting Next Week

The Board of Directors is calling a special meeting of the members for December 23rd at 6:30 pm in the clubhouse. At the annual meeting, some members inquired as to what they could do to reject the budget and have the Board reduce the monthly assessments and levy a special assessment to cover any funding deficiencies created by the reduction. Subsequently, the Board received a petition on Sunday the 14th calling for a special meeting on the matter.

Our Declaration provides that a proposed budget automatically goes into effect if not rejected at the annual meeting. However, the Board of Directors would like to get the community's feedback on this issue. Therefore, notices are being sent out today for a special meeting to vote on rejecting the budget as requested by the members generating the petition. In accordance with our governing documents, a majority of the Total Association Vote is required in order to reject a budget.

Annual Meeting Scheduled

The annual meeting notice packages went out yesterday. They were sent to the addresses each owner has on file with the management company. If you do not receive the notice within the next few days, please call the management company at 770-955-5510 to obtain a copy.

The meeting will be held on Wednesday, December 3, 2008 at 6:30 pm at the Hawthorne Suites (1500 Parkwood Cir SE, Atlanta, GA 30339). The agendum includes a review of 2008 finances and operations; a summary of the proposed 2009 budget; and election of directors for 2009.

If you would like to serve on the Board, or if you would like to recommend someone you know, please feel free to e-mail Bobbie Berry at bberry@scsgeorgia.com by November 24th. Nominations will also be taken from the floor at the meeting.

In order to transact any business at the meeting, we will need to reach a quorum. Only owners eligible to vote are included in determining the existence of a quorum, so please make sure your accounts are current prior to December 3rd. Pressure Washing of Breezeways

Parkwood's breezeways are scheduled to be pressure washed starting today, November 5th. Notices have been posted on the property. The pressure washing may continue through tomorrow, November 6th. If possible, please place your doormats inside until the washing of your breezeway is complete.

Even if you don't vote in the presidential election, we need you to vote in our Board election at our annual meeting to be held in early December. This is your opportunity to take an active role in shaping Parkwood's future. Notices for the meeting will go out within the next few weeks, along with a summary of the proposed 2009 budget.

Community elections are extremely important, so please make sure your opportunity to vote is secure. According to our governing documents and collection policy, voting rights are suspended for any delinquency of 30 days or more, so check your account on the management website and make sure your account is current prior to the date of the annual meeting. Save Money On Dining Out

It's hard to find ways to save money these days. If you enjoy dining out, but don't want to spend full price, you should check out Restaurant.com. The site offers gift certificates to local restaurants at greatly reduced prices. You can buy $10 certificates for $3; $25 for $10; $50 for $20; and in some cases even $100 for $40.

The terms of use for the certificates vary from restaurant to restaurant, so be sure to read the fine print.

New Pedestrian Gate Access

We are installing a new control panel today on the pedestrian entry gate. The panel will allow unit owners and residents to enter the gate with a code, and will not require use of an access device. Unit owners should receive a letter in the mail within the next week containing the access code.

In accordance with our collection policy, owners who become two months delinquent will lose their right to utilize the parking lot, and their vehicular gate access will be removed. Those owners and their tenants will have to access their units through the pedestrian gate.

Blue Dots

They are marks being placed by one of our contractors so that areas in need of maintenance can be identified by companies bidding on the maintenance work as part of an RFP.

Don't Forget to Service Your AC

It may not be the dog days yet, but summer has arrived. You may be using your air conditioning more, and if you haven't checked it or had it serviced in a while, you may run the risk of having it leak, causing damage to your unit and the units around you.

Please be sure to change your filter and have your air conditioning serviced on a regular basis. Your AC system and those portions of the condensation and drainage lines which serve only your unit are your responsibility, so you can be held financially responsible if leakage from them causes damage to a neighboring unit or the common areas.

The Board is currently in talks with a vendor to investigate the possibility of obtaining a group discount on AC maintenance contracts for individual units. If you are interested in the possibility of obtaining a discount on regular maintenance for your unit, please send us a message at parkwoodboard@gmail.com to let us know.

How To Submit a Maintenance Request

Have you ever noticed any maintenance issues on the property that need to be addressed? Maybe the tennis court lights happen to be burnt out, or there is leak in your unit, or a particular portion of the landscaping needs extra attention. Have you ever wondered what you can do to have issues like these resolved?

We have a system for submitting maintenance requests. All you need to do is log in to our management company's website, click on "Maintenance" at the top of the page, and then select "Create New Request." There, you can report any maintenance issues you're encountering. If you're ambitious enough, you can even attach photos or drawings to the request.

Please keep in mind that some issues may be the responsibility of individual unit owners. Our Declaration distinguishes between what is the Association's responsibility and what is an individual owner's responsibility. You can find the Declaration on this website under the Rules and Governing Documents link. If you have any doubt at all, it's best to go ahead and report the issue. Management will let you know if it turns out not to be Association responsibility so that you, or the unit owner responsible, can take timely action to correct the issue.

If you have any questions about the maintenance request system, please feel free to contact the management company or the Board. We're more than happy to take the time to ensure that you are familiar with the process.

As a final note, please be polite and respectful. We understand that encountering a maintenance issue can be quite stressful, but it is much easier for us to understand and respond to an issue if it is communicated clearly and calmly.

ACC Request Form

Happy belated Memorial Day! Hopefully you all enjoyed the long weekend.

Our governing documents require unit owners to obtain ACC approval prior to making certain modifications to units or placing signs or other items in the common areas (other than properly parked cars.)

Recently, our ACC developed an application form for unit owners to use in requesting permission for these types of projects. The form is titled "Architectural Modification Request" and can be accessed on this website through the Rules and Governing Documents link. If you have any questions about the form, please feel free to contact the Board using the links on this website. However, please note that no directors, officers, or management representatives are authorized to make promises as to how the ACC will rule on a request.

Courtesy Parking Notice

Some residents have raised concerns lately about improperly-parked vehicles in our parking lot. We would like to bring these issues to the community's attention to discuss the potential ramifications and ask for everyone to be considerate of their neighbors.

*Mailboxes* - The first concern raised is that some residents are parking vehicles in front of the mailbox walkway (please see attached image) when checking mail. This creates a dangerous condition and could lead to accidents by forcing two opposing lanes of traffic to funnel through a narrow strip of pavement. Walking to the mailboxes may seem inconvenient, but it is good exercise, and we want you to be around for a long time to help the community grow and prosper. Please be considerate of your neighbors, and if you have to drive to pick up your mail, please park next to the mailboxes in a designated parking spot so as not to block traffic.

*Carwash* - Residents have expressed concern that vehicles are being parked in the carwash area overnight. We understand that covered parking is desirable, but that's what garages are for. The carwash is not a parking spot, and if a vehicle is left there, it prevents others within the community from using it for that purpose. Please be considerate of your neighbors and only park your car in your garage or a designated parking spot.

Note: Our governing documents require that all vehicles be parked in garages or designated parking spots. Parking in an area not designated for parking is therefore a violation of our governing documents and punishable by a fine, or even towing or booting.

4/23 Meeting Recap

For those of you who weren't able to attend our monthly meeting this week, but still want to keep up with what's going on in the community, here is a brief recap of Wednesday's meeting.

Two consent items from April were read into the minutes:

*Collection Policy* - The Board adopted a new collection policy, which is posted on this website. The policy seeks to clarify some questions Association leadership had about the old policy and to ensure equitable administration of sanctions by spelling out when those sanctions are to be taken as a standard. The new policy takes effect May 1st.

*Planting Proposals* - The Board approved the planting proposals from Sandy Springs Lawn Scapes. The plantings should be pretty much complete by the end of the day today, and you should see the new flowers as you look around the property. This is separate from the ongoing landscape maintenance and refurbishment.

The Board also voted to approve a new document retention policy for the corporation. If you would like to view the document retention policy, it can be found under the Rules and Governing Documents link in the Policies folder.

The official minutes will be posted on the management website after they are approved in the next meeting.

Recycling Tip

Have you ever wondered what to do with your old furniture and appliances that can be reused? You don't want them cluttering up your unit, leaving them outside the compactor fence is a violation of our governing documents that could earn you fines if you get caught, and putting them in a landfill just doesn't seem green. So just what is an environmentally-minded unit owner to do?

Why not try freecycling? The Freecycle Network is a non-profit organization dedicated to diverting reusable items from landfills by allowing the owners of such items to communicate with people who could potentially use them. There are even local freecyle groups here in Georgia.

In honor of Earth Day, Yahoo! created this interactive map to allow environmentally-minded people to find and join local freecycle (or "reuse") groups. The one here in Cobb County already has almost 8,000 members.

Note: Our rules and regulations specifically state that owners are responsible for removal and disposal of such items. Please do not place furniture inside the compactor chute, and do not leave furniture or any other sort of trash outside the compactor in the common areas.

The newsletter will be distributed via e-mail as a pdf to unit owners who have signed up on the management website. Parkwood Gives Back

The Board is putting together a Parkwood Gives Back committee to organize events where Parkwood owners and residents can get together and donate time to local charities. These events would give neighbors a chance to socialize and get to know one another while helping others.

Event ideas that have been suggested so far include: local food banks, the March of Dimes, Habitat For Humanity, and the Humane Society. If you would like to volunteer some time to a committee organizing these events, are interested just in participating, or would like to provide us event ideas, please visit this link and give us some feedback.

We are currently working on developing a charter for the Parkwood Gives Back committee, and more news on this will be posted in coming weeks.

Parkwood News Delivered To Your (Virtual) Doorstep

We on the Board would like to find the best way to share information with the community. We're not naïve enough to think or expect that anyone would want to visit a blog every day when there are no compelling news updates. Therefore, we've implemented a way for you to have community news sent directly to your very own homepage.

If you have a browser or site that supports news feeds, you can use the buttons on the right hand side of our website to have Parkwood news postings sent directly to it. That way, you can enjoy the convenience of direct and immediate delivery of community news, and will only need to visit the website when you want to access a document or find out how to contact Association leaders.

Don't get us wrong – you're more than welcome to visit the site as often as you wish. We just don't want you to feel as though you have to in order to keep up with what's going on in the community.

3/26 Meeting Decisions

For those of you who can't attend our Board meetings but would like to keep up with the decisions coming out of them, here is a brief recap of the actions taken on 3/26/08:

*Signage* The Board voted to replace the signage located within the paved area outside the entry gate.

*Crape-Myrtles* - After receiving feedback from residents regarding our crape-myrtles and inquiring into the cost involved, the Board agreed to begin cutting back our crepe myrtles in 2009.

*Landscape Refurbishment* - The Board voted to accept the landscape refurbishment/perennial installation proposal from Sandy Springs Lawn Scapes. The refurbishment is scheduled to begin in early April.

*Bulletin Board Policy* – The Board voted to implement a bulletin board policy for the community addressing how the 3 bulletin boards are to be used. The new policy is posted on this website under the Rules and Governing Documents link.

*Clubhouse Reservation Policy* – The Board voted to implement a new clubhouse reservation policy and agreement. Those documents are posted on this website under the Rules and Governing Documents link.

*Officer Elections* In compliance with the Bylaws requirement to elect officers on an annual basis, the Board voted to elect officers for 2008 as follows: President – Brian Devine; Secretary – Jamie Pollock; Treasurer – Ronni Alexander. The Board also agreed to eliminate the Vice President position, which is not required by our governing documents or state law.

Other matters were discussed, but these were the only actions taken. Minutes will be available on the management website once approved in the next Board meeting.

Free Recycling By Mail

Have you been looking for an environmentally-friendly way to dispose of your old personal electronic devices? Yesterday, the US Postal Service announced a new “Mail Back” program allowing customers to recycle devices like cell phones, digital cameras, PDAs and toner cartridges for free by mail. All you have to do is stop by your local post office, pick up a prepaid envelope, and send the device to Clover Technologies Group. More details can be found on the USPS website.

The program is currently piloting in ten areas (not all are listed in the press release, but a call to Joanne Veto with USPS revealed that the areas are located in California, Illinois, Maryland, Virginia, and Washington D.C.) USPS is currently planning on evaluating the success of the program in July and, if all goes well, rolling it out nationwide starting in September.

New Neighborhood Wine Bar

If you've been looking for a relaxed, comfortable place to hang out and enjoy your favorite wine here in the comfort of our own neighborhood, your wait is over! On Saturday, 3/15/08, the Vineyard Wine Market on the corner of Powers Ferry and Windy Ridge will be opening a new wine bar called the V2 Wine Room.

The V2 Wine Room will be accessible from the rear of the store (apparently, Cobb County requires separate entrances), and will be open Mondays through Saturdays from 4 to 11 pm. In addition to its regular fare, it will offer weekly tastings of unique wines on Thursdays and Fridays from noon until 2 pm.

2/27 Meeting Decisions

For those of you who can't attend our Board meetings but would like to know what decisions come out of them, here is a brief recap of the actions taken on 2/27/08:

1 – *Landscape contract* – The Board voted to terminate our contract with Piedmont and enter into a contract with Sandy Springs Landscaping for 2008. The new contract will address both maintenance and revitalization, including installation of perennials. Perennials were discussed several times last year as a way to increase drought tolerance and decrease our annual installation expenses.

2 – *Pool Cover* – The Board voted to purchase and install a pool safety cover. Considerations included aesthetics, the amount we would save annually under the pool maintenance contract, and safety concerns in the off season.

3 – *Gate Access Display* – The Board voted to replace the display used by guests to locate and call owners. The existing display is broken and failing to illuminate at night, resulting in numerous complaints to the Board and management company.

Other matters were discussed, but these were the only items put to a vote. Minutes will be available on the management website once approved in the next Board meeting.

Common Area Dishes Being Removed Tomorrow

After much notice regarding common area dish violations, the Board has engaged a contractor to remove the remaining satellite dishes in common areas at approximately 3 pm tomorrow, 3/6/08. If you own a dish in a common area, this is your final chance to remove it yourself and avoid additional fines. In accordance with our Bylaws, all costs of removal must be assessed to the violating Units.

Fire Inspection - Volunteers Needed on 3/13/08

Will you be available around lunchtime on Thursday, March 13th? If so, we could really use you as a volunteer to be available on the property so that the sprinkler heads in your unit may be inspected. On that day, our contractors will be inspecting the community fire protection system. This is an annual review that must be performed. As part of the minimum requirements, the contractors will need to look at sprinkler heads in at least 15% of individual units. The individual inspections will last around 5 minutes each, occurring between 11 am and 1 pm. If you would like to volunteer, all that will be required is for you to be available to open your unit briefly for the inspection within that timeframe. Please contact Bobbie Berry by e-mail or at 770-955-5510 to let her know if you will be available. Narrower timeframes may be accomodated with advance notice.

Check Your Water Heater

Did you know that it may be time for you to replace your water heater? If you haven't replaced yours since purchasing your unit, it's possible that the heater you own may be near the end of its warranty. Our property was built 12 years ago, and during the conversion, most heaters were not replaced. In the 2005 Statement of Condition of Property which you should have received at closing, the developer stated that the heaters were “in fair to good condition,” but were “certainly near the end of their useful lives and may require varying types and amounts of repair or replacement.”

What does this mean to you? As a unit owner, you are responsible for your water heater. If it goes bad and causes damage to other units, you could be liable for that damage. Most of the units in our complex have a capacity of around 50 gallons. If one of these heaters were to go bad, those 50 gallons, along with the additional cycling volume, could cause significant damage both to your unit and the units around you. We strongly recommend that you check your water heater to determine its age and look into replacing it if necessary.

Please be aware that there are incentive programs to help defray the cost of purchasing a new heater, and the migration may even save you money in the long run. Georgia Natural Gas recommends replacing gas appliances over 10 years old and estimates that you could save up to $135 per year by replacing an old gas heater. Electric utilities such as Georgia Power offer rebates if you switch to an electric heater. If you have questions about these programs, please consult your local utility provider.

1000 Parkwood Circle Outparcel Rezoned

Early last year, the owners of 1000 Parkwood Cir SE applied for rezoning of the landscaped area on their parcel to CRC (Community Retail Commercial). This landscaped area is located on the southeast corner of Parkwood and Powers Ferry (where you may have seen some yellow notice signs over the last few weeks.) To make a long story short, the application was recommended for approval by the Planning Commission on 2/6/07 and denied by the Board of Commissioners two weeks later. The owners sued Cobb County, and as part of ongoing mediation, proposed a revised site plan including two restaurants (one with a drive-thru), and a retail facility. The Board of Commissioners unanimously approved the revised site plan yesterday.

Several of you have asked us to provide the Association’s governing documents and rules and regulations on the website. Although most of these documents are currently available on both the management and Cobb County Superior Court Clerk websites, we decided to provide the courtesy of making them easily accessible in one location to both owners and tenants after locating free web hosting.

You can now access our governing documents by clicking the link on the right hand side of this page labeled “Rules and Governing Documents.” It is important for everyone to read and understand these documents. The rules they provide set the expectations for everyone on the property – owners, family members, tenants, and guests. If you are an owner renting out your unit, you are responsible for educating your tenant(s) about these rules, and you are ultimately responsible for violations they commit.

Please read through these documents when you have the chance. If you have any questions about their contents, please feel free to contact the Board or the management company.

Fallen Tree

Shortly after 3 pm today, a large tree on the front of our property collapsed, partially blocking Parkwood Circle. Severe drought had damaged the tree's root system. Fortunately, no one was injured. Our management received a call from a neighboring property manager regarding the tree, and responded by immediately notifiying the fire department and retaining a contractor to chop up the debris and haul it away.

Pet Rules

Have you noticed the doggie bag stations located throughout the property? Did you know that failing to clean up after your pet is not just discourteous, but also a violation of our Declaration? Please note that Paragraph 14(h) requires that you keep your pet on leash in the common areas and that you clean up after your pet. If you are caught allowing your pet to run off leash or not cleaning up and properly disposing of your pet’s droppings, you could be subject to a fine of $25 per occurrence.

Clubhouse Waterline Burst

During the cold spell we experienced in January, one of the waterlines in the clubhouse burst, causing damage to the interior and forcing us to temporarily close the fitness facility. Bobbie Berry, a representative from the management company, has spent countless hours coordinating the repair work and filing claims with the Association’s insurance provider. Cleanup and repair is now nearly complete, and we are reopening the gym this weekend for use by residents.

Drought Conditions

Despite the recent rainfall we've seen, Cobb County water restrictions are still at Level 4. This means all outdoor watering is prohibited.

New Mailboxes

In 2007, we encountered issues in the community with mailbox doors breaking. The Board has purchased new mailbox units to address these and other issues with the aging mailbox system we inherited. We received the new units and recently distributed keys to residents in the existing mailboxes.

We will allow a short period of time for you to collect your new key prior to installing the new units. If you have not yet received your key or are unable to collect it prior to installation, please contact the management company to obtain your key.
